If you get the Voice app for your phone, you don't need a computer. You can set it up to always call from Voice, never call from voice, or ask you every time.
You cannot assign multiple voice numbers to same main number.

Now if you are a super geek... host your own asterisk PBX on a machine or VPS you own, trunk it through Google Voice, and connect to it using VOIP...
Obviously the 'most control' you can have on your calls...
