Have a mechanism where each provider or client can indicate their Top 5 people they want to meet. Then if one is in a Top 5, they will get notified, and then . . .

Sounds useful - websites send notification your wishlist item is back in stock, and perhaps eccie could send notification that your desired provider has posted a new ad in your city forum.
