Add in the intelligence agencies tap the Russian's, amongst others, phone lines to a lack of sources to cast doubt over the claims made in the article.

On top of that, the warrants are renewed on the basis they are producing new intel. No new intel, no renewal.
Each renewal application contains more information than the one before it.

Parts of the dossier have been substantiated. Some parts are proven false. It was treated as an unsubstantiated tip and it was investigated.
