We need to beat the drum and raise the issue that this is some sort of sneaky backdoor way to harass illegal immigrants and minorities.

As if the bad guys wouldn't use fake or stolen identification to get a phone.

2) Harassing illegal immigrants? Who cares? They will just buy the same phones in Mexico without ID before they cross the border, or better yet purchase a butt load of them and sell them here at a profit.
