For some reason when I click m.eccie.net it brings me to a CIPA error page saying I have to go to My account and change content filter settings.
I couldn't figure out how to do it.

Maybe you're using a public wi-fi. (Which is a big no-no if your a provider.)

Which means sites like this are blocked.
