Just wanted to know where to post info such as... "We're having phone difficulties due to the winter weather but WE ARE OPEN AND AVAILABLE Today!"

That would be called the ADVERTISING forum.

Announcing you are open is not an "FYI" worthy event.

Does that mean that there is No Forum for FYI posts?

You could use your signature line to update people to such details. You can easily change this after the storm has moved out of your life.
