I do not believe it depends on who is saying it or who it is being said to. The context is important. A member stated that since the phone was stolen, it must have been a Negro who did it. So, in my opinion, that is a stereotypical generalization of a racial group. There is nothing wrong with the use of the word Negro. There is something wrong with calling out an entire racial group.
