New User Registration Disabled?

There's someone I know who would like to become a user, but can't register because the registration page says that "registration has been disabled by the administrator." Is that an error, temporary, or something else?

It's not an error and it is only temporary while site adjustments are being made.

As of last weekend it was still saying, "registration has been disabled by the administrator." I was with a provider and she was wanting to join. How long is registration expected to be disabled?
