the Rights of "Possible" Terrorist Suspects.. What Level Should They be Afforded?

I got the inspiration for this thread, from the post I just made regarding the White Settlement Church shooting the other day...

the Church basically allowed the Killer to shoot 2 people before they gunned down the Killer.. I say "allowed", because like a suspected Terrorist, nobody was able, or did not feel obligated to impose upon the Killer until he had slain 2 Church members.

much like suspected terrorists.. they go on a watch list, LE follows them around.. and does nothing until the Terrorist(s) commit a crime. I don't have a magic ball, but it seems to me that if suspicion is strong enough to paste names on a list, and follow them in anticipation of an imminent crime, there should be enough to place them in custody.. for SOMETHING.

I remember a year or so, ago, in Fort Worth, the Cops followed a group of guys early one day, they were suspected in 2 burglaries the past morning. the Cops followed them to a Bar, watched them go in, where they killed 2-3 people inside, robbing Patrons, only to be arrested when they LEFT.. WTF? why didn't the Cops arrest them BEFORE they killed? they watched them go inside!

somebody make sense of this shit.. tell me why LE hands are so tied. I don't get it.. and while you're at it, make sense of why the Church Security guy, who is currently being called a Hero, did not intervene before 2 Church members were murdered.

The word "Possible" is not a standard of proof in our jurisprudence for civil or criminal cases, although recent efforts by the DimWitOCrats have begun to insert the concept in their retarded efforts to thwart the Trump Presidency along with the WTF-Standards of speculation ... mind-reading .... and thought interpretation ....

... and apparently Tran has adopted them as well.

These things are self evident:
We are all going to die.
Stepping out the door to the road is inherently risky.
In stable civil societies, individual liberty is sacrosanct.

If the person they were following was in the US illegally, they should pick them up and send them home if they have gotten to that level of risk. If they are in the US legally, civility demands an assumption of innocence. Anything else is fascism.

so far I have viewed 2 posts from Stalkers, and the rest are general statements that don't address anything I posted. how about I narrow the focus?

you guys seem to think the Church Shooter had some kind of rights to be there, and not be questioned? what is improper about insisting her remove his coat as he entered the premises?
