Those people can be detained to verify the authenticity of the VISAS they hold giving them authorization to come to this country and the "probable cause" to do so has to do with the origin of their travel and their nationality along with the common knowledge that visa and passports are being printed and forged in the Middle East ... and then sold.

Being "detained" for an investigation is NOT being "deported"!

The remainder of the EO remains intact and enforceable. In fact it is working OVERSEAS! If a VISA is not issued it will be in violation of the EO and NOT VALID.
