That's not correct. The tariffs are paid by the American companies who import the goods, like Walmart. But the majority of the cost is borne by the American consumer, not the Chinese manufacturer or the U.S. importer.

Take Flextronics, a huge manufacturer of electronics items in China and other places. Their before tax profit margin is about 2%. Walmart's pretax profit margin is about 3%. If the U.S. government charges a 25% tariff on a product, then in this example Flextronics can't absorb over 2%, or two percentage points, of that 25% tariff without losing money. Walmart can actually absorb more than 3%, because it marks the price of the products up. But still the majority of that 25% tariff will be absorbed by the American consumer who pays higher prices.

So how much sense does this make? The U.S. government collects $16 billion in tariffs, and then distributes it to farmers, who will still be worse off than before the trade war started. Walmart and the Chinese manufacturer absorbed part of the tariff and are worse off as a result. And the U.S. consumer pays the biggest share of the tariff, in the form of higher prices.

Who's the winner? Answer: As far as the Chinese and Americans go, there is none. In the long term, maybe the Taiwanese, South Koreans and Malaysians, who will take up the slack. They probably aren't producing as cheaply as the Chinese. If they were, we'd be buying from them instead. Also, unless they have unused capacity, these competitors outside of China will have to invest in more property, plant and equipment, which they'll have to recoup with higher prices than what the Chinese charged. Any way you look at it we come out paying more for products. We come out as losers. That's unless Trump is just using tariffs as a bargaining chip and will at some point negotiate a deal that's good for us and then drop the tariffs. I hope that happens but don't think it will.
