It keeps the Affordable Care Act's individual mandate. The House voted on a tax bill only. The Senate bill includes a provision to scrap the legal requirement that almost all Americans buy health insurance or pay a penalty. The House isn't touching that, which may lead to a showdown between the two chambers if they have to resolve their very different versions of the bill.

FYI: Trump will sign it whether the elimination of the mandate is in there or not. Trump wants a tax bill to sign so he can beat the Liberal/Democrats over the head during next year as the elections approach. The mandate can be addressed separately.
I'm not saying the House will hold it up because it's in there, I just recall sufficient complaining before the House passed their version that they wanted a "clean tax bill" passed and not loaded with incidental nontax bullshit ... like the Senate did.
I don't have to consult the media .... I listened to the individuals in the House discussing it and their reasoning. And I don't bet on politics.
