Because we're in the "Bible Belt". Many southerners (especially the older crowd) consider women showing too much skin is a SIN.

But yet, we can go to the beach in the spring and summertime, and see women pretty much flaunting the same amount of skin.

I used to live in Portland. There was one drive thru coffee kiosk that was a lingerie coffee which isn’t too unusual for Portland. Thing that made this one popular was in the summer time if you got an iced coffee the 2 girls who worked there would flash you and dip their nipples in your coffee for a 10$ tip.
