Sometimes I can't tell if someone is getting my pms. I look in my sent folder and the pm I just sent isn't there. Why?

Old story. Generally speaking,
Unless you are creating a pm, and your profile is set to make sent copies, you must use the "reply" button to send the replies, not the "quick reply" option.

In addition to what ck1942 says, even if you do that, there is still no way to know if they have seen it since they can choose not to send back notification that it was read.
If you are expecting a response from a lady and she hasn't answered you, just move on. Many ladies, once they decide they don't want to see you or interact with you anymore will just ignore you.
