Actually, that is the "unemployment" rate. The "unemployed" rate would be different. You see, they only count you when you're looking for work and collecting unemployment. When your unemployment runs out or you stop looking for work then you drop off the radar. Now the population hasn't changed that much in the last two years but there are 10 million jobs looking for workers. That means a lot of people are not looking for work and ,thus, are not counted for unemployment rates. The real rate is probably around 10% and I think that is conservative.
