Does KCMO issue or require an "Escort License"?

A well known provider told me that she was issued a citation by KCMO LE for providing services without an "Escort License".

Furthermore, she was informed that once she received her license, her services could only be provided in certain geographic areas of the city.

At first I dismissed this as some kind of BCD chatter.

But then considered the city does require an Adult Entertainment Permit, see the application below:

Two questions:

1) Does KC have an "Escort" license or permit ?

2) Would having a legitimately issued KCMO Adult Entertainment Permit provide any assistance in negotiating with LE in case of an inquiry or citation ?

There is not an "escort license" (proper - per se) in any of the metro cities that I am aware of . . . that isn't to say that one doesn't exist in KCMO or on some other local jurisdiction's books - but I'm not aware of one and their issuance is not funded or staffed if such a statute exists, I'm sure . . .

There have been prosecutions in several cities where they have stacked charges against a lady that have included charges that have been colloquially (conversationally) referred to as "lack of escort license", when in fact the specific citation cited was lack of a proper adult entertainment license or failure to obtain a business license.

Interestingly, when being cited or arrested in KCMO and subsequently prosecuted for prostitution with the additional complaint of not having the adult entertainer's license you cite in your post, a lot of it comes down to the wording of one's advertisement - for instance, the manner in which the "elves" advertise for modeling services, etc. would subject them to the requirement to be licensed in KCMO as an adult entertainer (which I am certain they are not).

Normally, the charges for not having the business license, adult entertainer's license, etc., are stacked on to make sure that if the lady is able to plead out of the prostitution violation (or retain an attorney of a substance and beat the prostitution charge all-together), they will still have a "traceable" offense that will require probation (the license procedural issue), so they can keep their boot on her neck (so to speak). They usually only pile on (with charges) if they truly feel that there's a bigger issue that they (LE) needs to keep track of with the particular lady, they don't like to waste resources - even if the lady has to pay for the privilege of being on probation.

Oh, and no - OBTAINING the KCMO adult entertainment permit in advance doesn't provide any bargaining chip with the city I am aware of or have ever heard of . . . all they do is charge you with violating the terms of it's issuance and have an extra charge, strip it from you, and make sure you're not reissued one (which prevents you from dancing in KCMO).

DD may be familiar with the Adult Entertainer's License requirements / intricacies in KCMO and may be able to speak to them better than myself.

If you are providing legitimate, LEGAL Escorting activities inside the city limits of KCMO however, and you also provide a strip-tease or other erotic entertainment that falls under the purview of that licensing requirement, it would be best to have the permit on hand and conform to the new regulations in Missouri (you can figure that one out for yourself, I'm sure).

Also - ladies that offer or advertise massage are particularly vulnerable to being charged with performing such service without a license also . . .

Like I said, a lot of it comes down to the wording of your ad (and what they can prove).

I wish your friend luck, and sorry to hear of her trouble(s) - I'm failry certain they cited her for not having the adult entertainment permit, however, and not an "escort's license".
