It's a question that doesn't need answered because the offending parties can still be prosecuted for the crime. There's simply not an EO that calls for it to be given the priority or a call to pursue to the fullest extent which again permits more leeway in prosecutorial discretion.

It also removed the overly harsh penalties to the state and local governments in the event that a monument is vandalized, damaged or destroyed that was used as a blunt stick.
