By using the methodology they're using, eventually everyone could be unemployed and they'd call it full employment. They don't count people as unemployed when they give up looking for work. This adds to the illusion that unemployment is getting better when it isn't. It's a propaganda ploy to just quote the raw number of the unemployment rate when it's being driven by people getting out of the work force and not by new jobs being created.
