How is this possible?

I got a pm from a provider I though was on here. When I responded, it said she couldn't receive pms. So is it that I cannot due to lack of posts, or is it on her end? Tried to look up her username and it couldn't find it. Thanks

Her PM box may be full, the storage here is very limited.
