Is Rochester considered Upstate or Niagara Region?

this new area is a surprise to me.
Is Rochester considered Upstate or Niagara Region? Or more generally, where is the dividing line?

Niagara region looks like it includes Niagara Falls NY, Niagara Falls Canada, Fart Erie, Welland, St Kitt's and Hamilton.
Toronto remains Buffalo's Bitch....

Everything east of the Niagara River (United States) is Upstate NY (Buffalo forum). Everything west of the Niagara River (Canada) is the new Niagara forum.
