Decriminalizing the behaviour would be the beginning of a paradigm shift towards cultural acceptance and therefore an increase in the number of "visible" options. You've actually talked about this exact thing when referencing some of the more culturally lenient parts of Europe. It would not be an overnight change, however as in this country there is still stigma attached to sex and sexuality and although that changes generationally it's not a binary proposition.Are you speculating with my medical condition?
