Hawaii LE Legal Sex with SPs

It's a tough job, but somebody has to do it.

Amazingly, LE in Hawaii are allowed to have sex with prostitutes as part of an undercover investigation, and they are resisting a move to put an end to it, claiming that they need that provision to "catch lawbreakers".

Recruiting Vice officers in Hawaii just became easier.
Why the heck would they need such an exemption to arrest a hooker?

I can't imagine where full penetration would be required proof.
I am sure that they are conducting lengthy investigations to catch the pimps, and of course it takes many grueling hours of having sex with prostitutes to earn their trust and gain valuable information about their pimp......

A lawyer friend tells me the "offense" doesn't take place when two people have sex: that's completely legal. The offense is committed when two people have a *conversation* during which they *agree* on the exchange of sex for money.

So as soon as the officer and the suspect have this conversation, the offense is committed and an arrest can take place.
