Obviously not an effective product for preventing STIs, but perhaps it could be an option for couples that are unable to use other form of contraception and are looking for greater sensitivity than the standard condom.

How clean would it be if you wore it all day long? How do you pee. I don't see it working at all.lol

I believe the thought is that you can wear the base as a second skin for a period of time, and then apply the cap only when you are ready for intercourse as demonstrated in the drawing above.
