It seems like it would be the easiest target in the world. Just go out to the boondocks, and
remove a few feet of rails. Trains would be derailing all the time in the middle of nowhere.

That's a known issue and there are severe repercussions.
The Feds have provided model statues for states to use that describe what the punitive would be for whatever.
What you describe would be a high level felony. So a few years minimum at the grey bar hotel. And btw, a railroad attorney would come after whomever in civil court for every penny of damages.
So unless someone wants to have a minimum wage job the rest of their life with even that paycheck garnished, not a good idea.
Last, all the railroads have their own professional internal security departments. Think about that.

What brought this topic up?

also, trains running in the boondocks will largely be freight trains moving a low speed. You won't get a mass casualty event like derailing Acela at a high speed point in Pennsylvania or NJ.
