What do you mean by "passport rules enforced"? I thought you always needed a passport. I also heard you can't visit Canada anymore if you have a DUI, unless you hire an attorney months in advance to obtain a special visa. This has really hurt Canadian tourism. I believe the passport rule started like 5-6 years ago? My last visit was before 2008 when I quit smoking and I did not use the passport. I could be wrong.
