I haven't seen anyone working them. If anything MAYBE the Downs since it's on Central.

There opportunities for chance encounters at the casino. The Downs is a good choice also Route 66. Most of the time they run out of gambling money and start to hunt for more play money before leaving.
If you go with the intent of looking for a lady there you chances are probably not very probable. If if it lands in your lap by chance consider it a stroke of luck.

I agree with Spencer and beyond, I've picked up at the Downs before, but I just happened to be at the right place at the right time
