Easy enough. The dogs are military property. Any civilian who has given one away has committed theft. Any civilian who got paid to give one way is a fence for stolen goods. Anybody, other than the military partner, who possesses a dog is guilty of possessing stolen goods. The person with the dog has one chance to do the right thing and return the dog to his or her partner. The partner can refuse and the dog will stay with their new family. The person who "gave" away or sold the dog will be charged with a crime. Only their complete, 100% compliance can save their ass. If there is any skullduggery in the process then figure on losing your job, your pension, and maybe your retirement fund (for the civil fines). As usual, this is a case where the rights of the military are a little bit more important than the rights of civilians.

Once the dog is with someone who cares and respects them, they can stop being property and go back to being man's best friend.

Should be treated like any other kidnappers. But won't be.
