Encounter tab missing

On some forums the tab for submitting encounter reports seems to have disappeared. For example it's gone on the AMP page but still there on the agency page. Any idea what is going on?

Well...
All five (5) of the Austin Encounter Forums currently have working "New Encounter Report" buttons.
