Any place run by Democrats is always the worse. In the OP example, Baltimore has been run by Democrats for 53 years, yet they keep voting Democrat as if either they are stupid or think that things are eventually going to change, which is also stupid. Same can be said for that broke state of California. But, what do you expect from professional victims? In Texas, Dallas is a mostly liberal city, as in Houston and a few other large cities, mainly due to the California and New York transplants. But, the smaller cities keep Texas red.
