Tariffs are bad. I can cite several sources that will agree with that statement. Almost all the Trump economic advisors were against imposing tariffs. Both Ford and GM are pointing to the tariffs for costing them billions of dollars and blaming them for layoffs.

I think it most certainly is a negotiating strategy. Unfortunately strategies like that usually don't work with countries like China, just as they didn't work with Communist USSR and they don't seem to be working with N. Korea, which is far worse off economically than China.

I was in Beijing a few years ago and they were far from suffering under Communist rule as far as I could see. Just like I don't think the USMCA did much of anything in favor of the U.S., I doubt any trade deal made with China will do much in favor of the U.S.
