I went through this a couple years ago. She needs an attorney in the county in which either the death took place, or the decedent lived at the time of death. She's looking at anywhere from 2000-3500 for the attorney assuming there is nothing in dispute. Its a pain in the ass, but Texas requires an attorney for probate matters.
If its a simple situation without people who would seek to fight her (or there is a Will in place) any attorney in her area that advertises will do. If there is risk of a serious challenge-- I'd be looking up reviews when selecting an attorney.
