Why not, they can tell if I'm wearing a seat belt when meeting on a divided highway at night with both cars travelling 65 MPH. They got super eyesight. Or, they're just full of crap. You be the judge.
That's been the case forever. The only difference is that the state supreme court has now ratified it. You'll find the same in most, if not all states. The thing is, the officers would charge people with reckless operation rather than speed because it was an easier charge to support in court.
