Private "Tags"?

I'm dumb...so take it easy How would one use a "Private Tag" when replying to a thread or making a review??? Please enlighten me...

In the post box, at top, find the word "private".
This is an action button that puts the private tag "bookends" in the post box.
Put your verbiage between the bookends.
