Preferred 411 Access

I notice several of the provider members here reference Preferred 411 as a website to view extra profile info. When you go there the site requires membership to login, but says it is not accepting new members. You can fill in an application, but no one answers back. Strange that so many providers reference the site and so few of us can get in to view the profiles. Am I missing something here?
It's a well established site that's been around for years but just recently the administrator made changes one of which closed it to new members so basically for know you have no recourse
