Why is the top tube on the female bicycle frame angled downward and the male version is higher and straight across?

Our stuff (men’s) is bigger and more exposed, shouldn’t we get the angled down lower version?

From my understanding, historically women wore skirts, so a lower frame in the middle made it easier to mount and dismount, and was less likely to accidentally show an ankle.
