If it was through an agency, I'd say that's even worse. It's there job to notify you (even at the very last minute) if something has changed.
If they genuinely did not know she was not going to make it to the appointment, then they need to fire her ass unless she can produce some type of proof that she had an immediate emergency.
I know it may sound tough, but she is essentially an employee of the agency and should be treated as such.

I'd say the best you can expect is a possible discount with another provider from the agency. Of course I wouldn't expect the "make-up" provider to take the financial hit, whatever discount you receive should come 100% from the agencies cut.
