Why isn't there a short notice thread pinned like in Austin and SA? I think I asked this before but I don't recall the answer. Sorry if it's a repeat.

This has been brought up many times. If you do a search you will find pages of reasons.
Biggest reason. It has been tried before. With 700+ providers in the DFW Eccie forums competing for DFW hobby bucks the girls couldn't obey the rules and pardon the expression but many were post whores and would post as if they were on backpage.
It was a pain in the ass to monitor. The Austin and San Antonio SNATCH forums are in much smaller markets. The girls self police and don't hesitate to rtm a post if the gal is posting more than one ad in 12 hours, posting rates, pics etc.
Unless the overseers of Eccie above us lowly mods want to try it again, which is unlikely, it's not going to happen.
