Provider Reference

How does a provider give a reference?

You send the provider another providers name and/or phone number. Provider in question contacts your previously seen provider, and lets her know he's cool, or not cool...depending.
Sometimes she'll provide extra info to the new provider, letting her know if you're a pain in the ass and how.

What the best way to start if you do not have any refrences??
