What does it mean when a member has a Banned status

This may sound like a stupid question, and I thought I knew what it meant to be banned, but I received a PM from a member today and when I opened it up I saw that the member has a banned status. Can members still be active on the board when they are banned - or am I misunderstanding the meaning of this status?

I got a pm from the same person, my handle in the subject line, the pm just telling me they were new to the board. Seemed kinda pointless...

I got it, too. It was a really kind of degrading quote, and a link. And I think the member was BANNED after sending those, but prior to us reading them. At least thats the impression I got.

Just signed on and it was in my PM box as well. So did a search on the name and found this thread and others. Glad the mods were quick on this who knows the motivation. "STRANGE"
