Just because the high speed cable is laid does not mean its connected.
Verizon laid a FIOS fiber optic cable across the street two years ago. It has never been hooked up to anything. Its just sitting in the ground. When I called Verizon about it a year ago they do not even have a record of it. Thancks Barrack.

There are miles upon miles of unused high fiber cable optics strung out all across America - a remnant of the Clinton / Gore era to wire America.
