The federal gas tax is both a means of control and redistribution of wealth to the liberal bastions.
It can be used as a leverage to control activities by pricing certain travel or types of behavior beyond the means of some.
And, as it both subsidizes highways and mass transit, it unfairly redistributes gas taxes from rural areas to those wonderful liberal bastions like CA where they wasted billions in the high speed rail to nowhere.
That it hasn't specifically been increased in 25 years is a good thing. That the WAPO and others are advocating revisiting it for increases just shows how much they want to control our everyday lives and activities.
