You need more school than a tax lawyer to post on this site, that's about an 18 page link, my guess,not sure why you wouldn't get credit for an excellent first review

Hence it seemed to imply that you were saying his wasn't accepted, at least initially. Especially since your link said it was to reports that "would" earn PA credit, further implying that this one wouldn't. Also, who is to say he didn't just buy PA? Writing reviews isn't the only way to get it. So maybe it's less that we're not "very" observant and more that you didn't convey your thoughts "very" clearly.
