Anybody can set up a twitter, fb, gmail, yahoo!, instagram, etc account. Anybody. You don't have to be over 13, you don't have to be an American citizen, you don't have to be mentally competent, you especially don't have to be who you claim to be.

Anybody can buy any ad on these platforms. It helps if you have a credit card account. Other than that, game on. Oh, if you start posting beheadings, conservative values, blantant TOS violations you'll get pulled but for the most part, its the Wild Wild West.

Here's the good part: these social media entities know. Twitter has had a running feud with the whole fake account, fake follower numbers since their inception. They "supposedly" cull the fake accounts and fake threads but for the most part nobody really can check their claims because they won't open their books. Same true with FB.

Here's the better part: these social media entities won't do much because they are profiting from it. Too much to police, don't want to spoil their revenue stream. See your FB "Trending" feed? Mostly bought and paid for. Same thing when you hear "Trending on Twitter" from a MSM outlet. I can buy you followers and trenders on twitter right now.

If you have a public business you should already know this and be taking advantage of it.

So whats the big deal with 13 Russians who were indicted? Their ads and their effectiveness sucked. Any Dim website who says otherwise is just trying to reclaim their lost credibility.
