Newbie provider and p411

Yall I'm new to alot of these sites and trying to figure out some ways to promote. I keep reading about p411 but in guessing I have to be invited to register or something? Can anyone help me out?

did you read the joining procedure over there? i would think they either list the procedure or give you email addr to contact.
