Putin let their plans out of the bag saying
A new world order is forming.

I think what Winn is saying here is that Putin expects the US to take a step back from the world stage. Backing away from NATO, South Korea, the Middle East, and the South Pacific.

Putin is calling for a new world order where the US and the EU lose influence and cedes their position and power to Russia and China and other totalitarian regimes.

If Trump and the Republicans abandons Ukraine it sends a powerful message to the rest of the world that the US can’t be trusted and alliances with the US are not necessarily of benefit any longer.
