If one has met a provider on here less than a month ago, but now her profile is in “pending age verification,”’can I still write a review on her? Or am I just wasting my time?

You can write a review before 30 days.
She could’ve been brand new and just working thru verification for site, or she hasn’t logged in for a while and the account reverted back to reset.
