Registration disabled?

One of the young ladies I recently visited asked about creating a new account for herself, saying she was unable to register. I tried to create a new account myself just to see, and I also get the "Registration disabled" message. Is there a moratorium on new accounts, and if so, when will it end? This girl is a provider and wants to take advantage of what the site has to offer. Thanks.
