I would cross reference between these two sites. Both seem to be really accurate, neither lists any of the ones I know to always have been restricted or that have recently changed their policies.
Don't be alarmed if as you are walking in with a friend they ask to see her passport and make a scan of it, this is normal and she will have it on her ready for this.

The second link suggests asking a taxi driver where to find girls, do not do this, he will take you to a place with girls, but it will be for kickbacks not because they have the best selection.

The Four Points by Sheraton in Bur Dubai off Khalid Bin Walid Road which is 2 blocks before the York Hotel is friendly. They charge 60 Dirhams for the guest every time.
