Q) Who is the best actor in a non-James Bond role out of all the actors that have played 007?
Sean Connery is the best actor (who has played Bond) in non-Bond roles - I cite "The Untouchables" as proof.
My favorites were Sean Connery and Pierce Brosnan with Roger Moore a close third. All were entertaining and did a good job with that role.

You forgot, The Rock, Hunt for Red October. The greatest James Bond was George Lazenby. This guy pulled off the Bond role wearing a skirt. Not to mention he was up against probably one of the most diabolical masterminds ever to match wits with Bond by way of a Mr.Telly Savalas. Bald with a blowpop and you're going up against this in a skirt.

I liked Connery and Brosnan the best. Always thought Rodger Moore was a little too soft.
Actually, the question (as poorly phrased) was who was the best actor in a non-James Bond role who has played James Bond before. If the question is who is the best actor to have played James Bond, then Daniel Craig gets my vote, followed by Sean Connery, Pierce Brosnan and Roger Moore.

None of them are Oscar winners as far as I know. But Connery was an underwear model. :P Lazenby was also a male model. Actors that play 007 are mostly just pretty boys.

And, from Niven's Wikipedia bio, Niven was Sir Ian Fleming's first choice to portray James Bond and was offered the role in "Dr. No".
