I have been here 10 years and I just don't see a Provider saying:
" Oh sure Mr. Monger, you were only 80% satisfied with your hour? "
"Well here is your money back!"
or.." Well lets go back there and get you 100% satisfied!"

So what does it mean?

It means once they have their money, they are 100% satisfied.
